Are non-compete agreements enforceable in New York?

What does the Freelance Isn't Free Act require?

For any freelance engagement of $800 or more (single payment or aggregated over 120 days), the hiring party must provide a written contract that includes: names and addresses of both parties, itemized services and value, compensation rate and method, payment due date, and service submission deadline.
